That the Board adopt the Resolution authorizing the write-off of $2,241,362.56, in Accounts Receivable that have been recorded in the Emergency Medical Service Fund of Escambia County and have been determined to be uncollectible bad debts.

This Resolution allows an accounting transaction to be recorded and in no way should be construed to be a forgiveness of debt.  This Resolution includes write-offs from Emergency Medical Services (EMS) Ambulance Billings for the third quarter of Fiscal Year 2016-2017 for 4,811 accounts that have been through all phases of the billing and collection cycles, to include all primary and secondary insurance filing, private pay processing pre-collection letter(s), and/or referral to the secondary collection agency.

  The grant funds are designed as an operational cost reimbursement to the Escambia County Division of Emergency Management with an indirect match requirement; "at the amount either equal to the average of the previous three years' level of county general revenue funding of the County Emergency Management Agency or the level of funding for the County Emergency Management Agency for the last fiscal year, whichever is lower."  "Recipient’s general revenue funding for 911 services, Emergency Medical Services, law enforcement, criminal justice, public works, or other services outside of the local emergency management agency" as defined by Section 252.38, Florida Statutes, "shall not be included in determining the level of county funding of the Recipient’s Emergency Management Agency.”

That the Board take the following action regarding the Medical Student Externship Affiliation Agreement between Escambia County and the Florida State University College of Medicine for the provision of allowing medical students to participate in health care educational activities utilizing the County's EMS facilities:

Approve the Medical Student Externship Affiliation Agreement with the Florida State University (FSU) College of Medicine to allow medical students to receive clinical experience under the auspices of Escambia County Emergency Medical Services (ECEMS), commencing the effective date of the Agreement for a period of one year; and

B. Authorize the Chairman to execute the Agreement.
